Executive Summary

The Swedish International Development Cooperation Agency (Sida) is supporting environmental management in Lao PDR through the Strengthening Environmental Management Project.  The project’s first phase (SEM I) took place from 2001-2005 and the second phase (SEM II) from 2005-2010. The SEM II Project is funded by SEK 64.9 million, with contributions from the Lao government at SEK 8.5 million of which SEK 1.5 million in cash. The host agency for the SEM II Project is the Department of Environment (DoE) located within the Water Resources and Environment Administration (WREA). The agreement between WREA and Sida was signed on 9 June 2005.

The ultimate goal of the SEM II project is strong environmental management to support national goals of sustainable development and poverty eradication. By ensuring that economic development is environmentally and socially sustainable, the project is seeking to make a direct contribution to poverty reduction.

To contribute to this goal and building on the rationale presented above, the purpose of the project is to support WREA to implement its full environmental mandate with the full cooperation and support of its partners. The project aims to fulfil this purpose by achieving six results or outputs, which have been prioritised by WREA after extensive stakeholder consultations, as follows:

  1. Environmental Law, Policy, and Action Strategies
  2. Environmental Management and Impact Assessment and Environmental Monitoring
  3. WREA Capacity and Staff Development
  4. Environmental Education and Awareness
  5. Environmental Reporting and Data Dissemination
  6. Support to the provinces.

The objectives of the SEM II evaluation were to:

  • Provide Sida, WREA and other project cooperation partners with structured lessons learned and recommendations applicable for design and implementation of similar capacity building interventions.
  • Evaluate the results of the SEM II project.

Findings based on the five evaluation criteria used for this evaluation (relevance, impact, effectiveness, efficiency and sustainability.
