National Consultant for Measures Taken to Facilitate Adequate Adaptation (V&A)

Background

UNEP is supporting the Government of Lao PDR to develop the Third National Communications on Climate Change (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC).

Duties and Responsibilities:

  1. Assessment of status of V&A Projects implemented in the Lao PDR and preparation of a summary of results and outcomes;
  2. Identify three priority provinces to raise awareness on climate change and disaster preparedness at local level;
  3. Assessment of status of research and development of climate change research in the Lao PDR;
  4. Identify research gaps and capacity building needs on climate change and impacts on key sectors; identify constraints, gaps, financial and technical support needs for vulnerability and adaptation to climate change;
  5. Development of climate scenarios appropriate for vulnerability to climate change assessment in the Lao PDR;
  6. Conduct climate impact, vulnerability and adaptation analysis for agriculture and water resources;
  7. Identify constraints, gaps, financial and technical support needs for vulnerability and adaptation to climate change;
  8. Prepare a report on agricultural and water resource V&A;
  9. Review of research & development on climate change and large-scale agricultural investment;
  10. Development of research methodology making use of climate scenario developed in 4.2, selected areas for maize and rubber cases and perform the analysis;
  11. Preparation of a report on climate change, agricultural investment and poverty eradication in the Lao PDR and mainstreaming into national development process;
  12. Review of V&A research in Lao PDR;
  13. Prepare summary report of V&A issues and mainstream into national climate change strategy policy;
  14. Assessment of status of V&A Projects/activities implemented in the Lao PDR included in the TNC and prepare a summary of results and outcomes.

Expected outcomes/results:

  1. A summary report on the assessment of status of V&A Projects implemented in the Lao PDR and preparation of a summary of results and outcomes; assessment of status of research and development of climate change research in the Lao PDR;
  2. List of priority provinces identified to raise awareness on climate change and disaster preparedness at local level;
  3. Research gaps and capacity building needs on climate change and impacts on key sectors are identified for vulnerability and adaptation to climate change;
  4. Climate scenarios are developed for vulnerability to climate change assessment in the Lao PDR;

  3. Research methodology making use of climate scenarios developed in 4.2, selected areas for maize and rubber cases is developed;
  4. A report on climate change, agriculture investment and poverty is available;
  5. V&A research in the Lao PDR is being reviewed;

10.  A summary report of V&A issues and mainstream into national climate change strategy/policy is formulated;

11.  V&A chapter for TNC is prepared.

Qualifications and experience:

-     Master or higher degree in Environmental Sciences, Environment Management and Policy, Agriculture, Forestry and Economics or related fields is advantage;

-    At least 5 years working experience in environment, particularly V&A assessment would be an asset;

-      Knowledge of GIS, Arc Info or modeling softwares;

-      Excellent English skills in both verbal and written are required;

-      Experience in capacity development is essential;

-      Good computer skills and strong presentation skills are necessary;

-      Women are strongly encouraged to apply.

National Consultant for Vulnerability and Adaption Assessment under TNC

 

Project Title: Lao PDR: Preparation of the Third National Communication under UNFCCC

Position Title:                Consultant for vulnerability and adaptation assessment

Location: Department of Climate Change, DCC, MoNRE, Vientiane, Lao PDR

Duration of Appointment: 12 months (with possibility of extension)

Expected starting date: As soon as possible

1. Background

It is becoming evident that climate change is accelerating. The frequency and intensity of climate related onset events are increasing and the consequence of weather related extreme events are having increasingly costly consequences on human life, social impacts and economic losses which is exaggerating the already fragile and challenging conditions experienced by many – particularly the people in rural areas.

The formulation of the Second National Communication (SNC) constituted the exposure of policy makers and government staff to climate change issues in the Lao PDR. At the time, it was argued that broader dissemination to raise awareness and additional capacity building would be required for the country to develop a national perspective on adaptation to climate change.

The formulation of the National Adaptation Programme of Action (NAPA) constitutes the country's first attempt to assess the impacts of climate change on national development. The project started in 2005 and was completed in 2009. The main objective of NAPA was to develop priority activities for adaptation to climate change in the four sectors of (1) agriculture, (2) forest, (3) water and water resources, and (4) public health. Since the economy of Lao PDR relies heavily on agriculture, forest and water resources, climate change will negatively affect the social and economic development of the country. The preliminary findings of the Lao PDR's NAPA include the following: (1) the country's ability to adapt to climate change is limited, (2) there are gaps in information and knowledge with regards to vulnerability to climate change in the four priority sectors, and (3) there is limited national technical capacity and experience in adaptation to climate change.

The Vulnerability and Adaptation (V&A) Assessment is one of the critically important components of Third National Communication (TNC) in Lao PDR. As Lao PDR initiates V&A studies, there is a need to strengthen the capacity of TNC working groups to use the most appropriate climate scenarios for the V&A assessments, to learn about the incorporation of socio-economic variables, increase understanding of the tools and approaches that can be used in the development of V&A studies, to consider data constraints, and to ensure that their findings provide useful inputs to policy design and decision making to address climate change, among others.  The development of a specific technical training workshop of V&A will strengthen capacities on the key technical and policy issues related to the preparation of V&A assessments.

2.  Overall duties and responsibilities

The National V&A consultant will be fully responsible for preparing the V&A study for Lao PDR and acquiring the required data from the Technical Working Groups and other sources as deemed necessary. The consultant will work closely with PM and the TNC Working Groups, draft and finalize the national V&A assessment report according to the work plan.
