National Consultant on Greenhouse Gases Inventory

Background

UNEP is supporting the Government of Lao PDR to develop Biennial Update Report (BUR) to the United Nations Framework Convention on Climate Change (UNFCCC).

Duties and Responsibilities:

-        Facilitate setting up GHG inventory team/working group including ToR of the working group for GHG inventory for energy, industry, agriculture, waste, and land use change and forestry (LULUCF) sector for 2014;

-        Provide a training workshop using 2006 IPCC software and technical guidelines including QA/QC, GPG and other capacity buildings on GHG inventory as appropriate;

-        Design data archiving system for GHG inventory;

-        Collect and archive activity data for GHG inventory for 2014 from inventory team and other sources;

-        Review the existing local emission factors and develop database for different sectors;

-        Review GHG inventory for 2010 and IPCC guidelines and software; identify gaps and scoping for GHG inventory for 2014;

-        Calculate GHG inventory for 2014, using higher tier to the extent possible;

-        Conduct QA/QC, key source   and uncertainty analysis;

-        Facilitate organize a series of focus group meetings and workshops for comments and suggestions;

-        Compile the GHG inventory results and finalize the inventory technical report components for the BUR including outlining barriers, gaps and recommendations for future GHG inventory improvement and capacity building;

-        Work closely and support DDMCC, MoNRE in coordination with stakeholders to carry out activities relevant to GHG inventory for BUR.

-        Name list, structure and ToR of GHG inventory team/working group;

-        Developed training materials, proceedings and enhanced working group’s capacity on the application of 2006 IPCC software for GHG inventory;

-        A data archiving system with activities and emission factors data for GHG inventory for 2014;

-        Spreadsheet composed of results of GHG inventory for 2014, key source   and uncertainty analysis;

-        Technical GHG inventory report for the BUR including scope, methods and process for GHG inventory, data sources and use, results, barriers, gaps and recommendations for future GHG inventory improvement and capacity building.

Qualifications and experience

-          Master or higher degree in environmental sciences, which focus on climate change studies, particularly on greenhouse gas inventories (or equivalent experience)

-          At least 7 years working experience on climate change or related topics

-          Experience in conducting training on greenhouse gas inventories is essential

-          Familiar with equipment and software for greenhouse gas inventory

-          Excellent skills for both verbal and writing are required

-          Excellent computer skills, especially presentation skills

-          Experience in capacity development is beneficial

National Consultant for Greenhouse Gases Inventory

 

Project Title: Lao PDR: the First Biennial Update Report under UNFCCC

Position Title:             Consultant for National Greenhouse Gas Inventory (NGHGI)

Location: Department of Disaster Management and Climate Change,     DDMCC, MoNRE, Vientiane, Lao PDR

Duration of Appointment: 12 months (with possibility of extension)

Expected Starting Date: As soon as possible

1. Background

The First Biennial Update Report (BUR) for the Lao PDR Project will enable the country to fulfill the commitments under the UNFCCC.  The Project aims at strengthening capacities for future implementation and communication to achieve the objectives of the Convention. The Project will enable the Lao PDR to present updated information on various elements of the most recent submitted national communication, particularly inventory, mitigation and financial, technological and capacity building supports needed and received. All principal aspects from the Guidelines for the Preparation of the Biennial Update Repot of Parties not included in Annex I to the Convention, as contained in annex III to the decision 2/CP.17, are applied.

The GHG inventory for Lao PDR in TNC is for the year 2010. Taking into consideration of the inventory periods in the NCs, the BUR Guidelines, and the year 2014 is used for the First BUR.

The estimation and reporting of the national GHG inventory will be conducted in accordance with the revised 1996 IPCC guidelines, following the IPCC Good Practice Guidance (GPG) and Uncertainty Management in National GHG Inventories, and the GPG on Land Use, Land-Use Change and Forestry (LULUCF).

The inventory for 2014 will be conducted for the following five sectors: (1) energy, (2) industry, (3) agriculture, (4) waste and (5) land use change and forestry. In contrast with the FNC, SNC and TNC the energy sector and industrial processes  are expected to have significant development since 2000. The inventory will estimate in units of mass, by sources and removals by sinks, anthropogenic emissions of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O). When appropriate and conditional on data availability, information will be provided on emissions by sources for carbon monoxide (CO) and nitrogen oxides (NOx).

Based on the experience and lessons learned from the INC, SNC and TNC the project will broaden and consolidate the network of stakeholders, enhance technical capacity of national experts, and strengthen the institutional framework for the preparation of national communications. Furthermore, the project will place greater emphasis on relevant policies on mitigation to climate change and the results of their implementation, so as to enable Lao PDR to effectively address climate change in the process of pursuing national and sectoral sustainable development.

The project established a multidisciplinary working group with technical staff from relevant government agencies. This working group is responsible for conducting the inventory and has been divided into sectoral inventory teams. These institutional arrangements provide the basis for the preparation of national communications under the UNFCCC on a continuous basis.

With this brief background, the DDMCC is looking for a qualified/experienced National Technical Advisor to design and deliver a national training for the working group members above on the use of the revised 1996 IPCC Guidelines, Good Practice Guidance (GPG), and GPG for LULUCF; strengthen capacity in selected methodologies; and conclude training workshop report for conducting the NGHGI in Lao PDR.
