National Consultant on Mitigation

Background

UNEP is supporting the Government of Lao PDR to develop Biennial Update Report (BUR) to the United Nations Framework Convention on Climate Change (UNFCCC).

Duties and Responsibilities

-         Identify and assess analytical tools and methodologies for evaluating mitigation options;

-         provide the training workshop for technical capacity enhancement;

-         Analysis of mitigation options and prioritization of key sectors;

-         Organize workshops to review and provide comments on mitigation options and prioritization;

-         Conduct training workshops to enhance national capacity on NAMA and REDD+;

-         Organize public awareness raising activities on NAMA and REDD+;

-         Organize workshops to enhance knowledge and awareness among stakeholders on the NAMA registry system;

-         Identify constraints, gaps, financial and technical needs for Lao PDR to develop national registry system;

-         Compile, review and finalize chapter on measures to mitigate climate change;

-         Work closely and support DDMCC, MoNRE in coordination with stakeholders to carry out activities relevant to Mitigation for TNC.

Expected outcomes / results

-         The review and assessment of analytical tools and methodologies that are available for evaluating mitigation options and measures for GHG emission reduction;

-         Technical report on mitigation options;

-         Enhanced national capacity to conduct mitigation analysis, NAMA and REDD+;

-         Summary report provided for TNC including constraints, gaps, finanicial and technical and capacity building needs for Lao PDR;

-         Chapter on measures to mitigate climate change compiled, reviewed and included in BUR report.

Qualifications and experience

-         Minimum of university degree in environmental management or relevant to the areas specified in the TOR;

-         A relevant experience related to areas of climate change specified in the TOR;

-         Demonstrated ability in carrying out studies on climate change specified in the TOR;

-         Experience in the preparation of international and national reports related to above mentioned areas relevant to the project;

-         Familiar with computers and word processing;

-         Working knowledge of English is an asset.

National Consultant for Climate Change Mitigation

 

Project Title: Lao PDR: the First Biennial Update Report under UNFCCC

Position Title:             Consultant for Climate Change Mitigation

Location: Department of Disaster Management and Climate Change,     DDMCC, MoNRE, Vientiane, Lao PDR

Duration of Appointment: 12 months (with possibility of extension)

Expected Starting Date: As soon as possible

1. Background

The First Biennial Update Report (BUR) for the Lao PDR Project will enable the country to fulfill the commitments under the UNFCCC.  The Project aims at strengthening capacities for future implementation and communication to achieve the objectives of the Convention. The Project will enable the Lao PDR to present updated information on various elements of the most recent submitted national communication, particularly inventory, mitigation and financial, technological and capacity building supports needed and received. All principal aspects from the Guidelines for the Preparation of the Biennial Update Repot of Parties not included in Annex I to the Convention, as contained in annex III to the decision 2/CP.17, are applied.

Based on the experience and lessons learned from the INC and SNC, the project will broaden and consolidate the network of stakeholders, enhance technical capacity of national experts, and strengthen the institutional framework for the preparation of national communications. Furthermore, the project will place greater emphasis on relevant policies on mitigation and adaptation to climate change and the results of their implementation, so as to enable Lao PDR to effectively address climate change in the process of pursuing national and sectoral sustainable development.

Mitigation of GHGs is a national voluntary commitment to the Convention. In the INC and SNC of the Lao PDR, steps taken to address mitigation were discussed. The Lao PDR has implemented various policies and measures to enhance mitigation of GHGs. These include forest conservation, renewable energy, energy efficiency and demand-side management. Many CDM projects have been carried out and several are pending on approval. Greenhouse gas mitigation in the Lao PDR is relatively advanced than other areas of climate change, due mostly to international promotion and cooperation, as well as commitments under the UNFCCC and the Kyoto Protocol.

2. Overall duties and responsibilities

  1. Review and design data base system to support the BUR reporting process on mitigation actions and their effects, including, among others, CDM, NAMA, REDD+Identify and assess analytical tools and methodologies for evaluating mitigation options;
  2. Collect data and complete the data base;
  3. Organize workshop to review and improve the system;
  4. Technical capacity building, including participation in the sub-regional/regional/ international training workshops/ meetings on reporting climate change mitigation actions and their effects;
  5. Design a standard template for the identification and reporting of mitigation action by sectors;
  6. Compile the information on mitigation actions and results obtained in tabular format. This will entail a description of mitigation actions, including information on the nature of the action, coverage (i.e. sectors and gases) (b) methodologies and assumptions, (c) objectives of actions and steps taken or envisaged to achieve that action (d) information on progress of implementation, estimated outcomes and emission reduction potential, to the extent possible and; (e)  information on  international market mechanisms;
  7. Identify constraints, gaps, financial and technical and capacity building needs for Lao PDR to carry out mitigation actions;
  8. Develop forecasting model, including business as usual  and other senarios under  different mitigation policies  up to 2030;

  1. Prepare a report on mitigation actions and their effects, per Guidelines;

3. Expected results
